Setup: who has set up what
Who has set up what, ranked: the level first, then the steps done, then the agents running. A level is reached when every step before it is done. The steps people do by hand are recorded in people/<id>/onboarding.json (by them or their agent); the conductor agent, the dashboard agent and the agent keys are read from the repository, so they count the moment they happen.
